Board approves Chase Plaza redevelopment plan, allows future drive-throughs

Buffalo Grove — The Village Board on Jan. 5 approved Ordinance 2026-6, clearing the first phase of a multi-stage redevelopment of Chase Plaza at 1160 Lake Cook Road.
Shorewood Development Group presented the plan to convert the former Dominic’s building into two tenant spaces — roughly 34,455 square feet for a higher-end fitness studio and a second space for general retail. The project includes a full facade update, new roof and loading dock, replacement of the plaza’s angled parking with 90-degree stalls to improve circulation, and removal and replacement of the existing monument signs on Lake Cook and Arlington Heights roads. The ordinance also amends the underlying PUD to allow restaurants with drive-throughs as a potential future use; any drive-through would require separate site plans and approvals.
"We are a local development firm," Louis Shriber of Shorewood Development Group said during the presentation, describing the work as a phased approach because the property has multiple owners. He said the first phase focuses on the Dominic’s parcel and the parking reconfiguration, and that subsequent phases will return to the Planning & Zoning Commission and the board for additional approvals.
Planning staff noted the property lies inside the Lake Cook Quarter and that the proposal aligns with the Lake Cook Quarter market study and the village’s comprehensive plan vision for a modernized retail node. The Planning & Zoning Commission held a public hearing on Dec. 17, 2025, and unanimously recommended approval; staff advised the board to concur.
Trustees expressed support. "As of a couple years ago, the two most challenged properties in our village were worn properties and now Chase Plaza and you've decided why don't I just fix both of them," Trustee Cesario said, noting the project’s public-private partnership benefits. Trustee Bochek and others also described the proposal as an upgrade for the corner and welcomed the parking and façade improvements.
The board voted to approve Ordinance 2026-6. With that approval, Shorewood may proceed with phase-one work and will return to the village for separate approvals on any future phases, signage finalizations and any proposed drive-through designs.
What happens next: Shorewood indicated it expects to return within weeks for phase-two details on the remaining retail space and additional façade work. Any drive-through would require separate submittals, engineering review and formal site plan approvals before construction could begin.
