The Foxborough Select Board voted March 18 to approve the Town Manager’s recommended FY26 operating budget.
Town Manager Paige Duncan and Acting Finance Director Brandon Roberts presented updated figures and explained changes since the preliminary budget. The board was told certain revenue and expenditure lines shifted: the town’s assessment and school assessments moved modestly, North and South regional school tuition and special‑education costs were clarified, and the town faced higher group insurance and risk management costs driven by increased claims and prescription expenses.
Staff reported a net shortfall of about $77,000 and proposed covering the gap from overlay reserves. The updated total operating budget reported in the meeting packet was stated as approximately $101,817,129 for FY26. Board members asked clarifying questions about enrollment‑driven tuition charges and whether departments could hold to the 3% guidance; staff said many departments came in near guidance once reserved funds were applied.
After discussion the board moved to approve the town manager’s budget; members voted in favor by voice vote. Staff said the board’s vote would move the package forward to the town‑meeting process where voters may reduce but not increase line items.
