Foxborough Select Board closes warrant, hears personnel recognitions, donations and project updates

The board closed the Nov. 18 special town meeting warrant and heard manager reports including Lieutenant Adam Burns’ selection for the FBI National Academy, GIS specialist Ryan Norton’s awards, a $9,600 Cultural Council allocation, the settlement and transfer of 119 Morse to Habitat Communities (subject to conditions), and acceptance of multiple community donations.
At its Oct. 22 meeting the Foxborough Select Board closed the warrant for the Nov. 18 special town meeting and agreed to take up MBTA-related articles at its Nov. 5 meeting when Katherine and Barney will be present. The board discussed map-labeling for a multifamily overlay district and agreed to allow warrant-signing subject to minor map-title edits.
In manager updates Chief Grace announced that Lieutenant Adam Burns was selected to attend the FBI National Academy beginning January 2026; the manager described the selection as an honor for a small group of senior law-enforcement leaders. The town also recognized Ryan Norton, the GIS specialist, who received a regional chapter award and a special-service award for his mapping work (including MBTA-community maps).
The Mass Cultural Council notified the town that the Foxboro Cultural Council will receive a $9,600 allocation through the Local Cultural Program. The manager also reported the 119 Morse appeal had been settled and the project is expected to transfer to Bruce Wheeler of Habitat Communities, subject to meeting zoning and permit conditions.
The board accepted several donations: $1,000 to the Boyen Library; $650 to a veteran BNA project (from multiple donor families); $1,500 from Post 93 to the Police Department youth program; $899 to Veteran Services for a book purchase; and $1,000 from William Bristol to the Historical Commission for cemetery restoration. The board approved minutes from Oct. 8 and adjourned.
Board members also reminded residents of upcoming events including a Halloween parade Oct. 26, a ribbon-cutting Nov. 7 and the financial summit Nov. 26.
