On May 4 the Foxborough Select Board voted to adopt the FY26 Capital Improvement Plan totaling $5,852,488. The plan funds a range of municipal and school needs — police and fire replacements, water main work, public works equipment, school technology and buses — and allocates additional money to the new community center to cover higher-than-expected costs.
Committee members described the CIP process and noted that not all CIP requests are funded from free cash; other sources include enterprise funds (water and sewer), chapter 90 street-repair money, and revolving funds. The committee reported that roughly $2.6 million of the plan would come from free cash, leaving about $31,000 above the board’s retained free‑cash goal after funding the plan.
Speakers said some community center items (elevator, sewer connection, security, and internal communications systems) are running higher than earlier estimates; the board discussed bids that were out and noted that the elevator and sewer connections were being procured to get better price certainty. The board approved the CIP and voted to forward it to Town Meeting as part of the annual process.
