Select Board allows extended stadium construction hours, with monitoring and complaint process

The Foxborough Select Board on May 4 approved an off‑hours work request for construction at the town stadium, extending allowed hours to 5:30–7:00 a.m. and 7:00–11:00 p.m. through August 2025, contingent on the building commissioner’s letter and any conditions the police chief requires.

Greg Gagman, vice president of operations for Suffet Construction, told the board the overnight work would begin with quiet deliveries at 5:30 a.m., morning excavation and structural steel erection, and later in the project more interior finishes that could run later in the evening. "Deliveries at 5:30 a.m., pretty silent operation there ... steel erection could be where that's the loudest but even then we would try to mitigate any noise after 5:00 p.m.," Gagman said.

An emailed comment from resident Ben Greenfield of North Street, read into the record, urged the board to reject blanket off‑hours authorization from now until August 2025 and specifically opposed May through August because those months are when residents use outdoor space most.

Officials described a monitoring and enforcement workflow: residents should call 911 for noise complaints so the incident is logged; the police department will notify the building inspector, who will contact the contractor, stop operations if needed, take noise measurements and require remediation. Staff also said noncompliance could result in revocation of after‑hours privileges and that contractor-paid town overtime or inspection fees could be required in some cases.

The board moved to approve the off‑hours request with the building commissioner’s conditions and the motion passed with all members present voting in favor. The permit is subject to police chief approval and local enforcement by the building department.
