At its June 20 meeting the Port Chester Zoning Board of Appeals adjourned several cases to July 18 and directed the Village Attorney to prepare favorable Findings for two pending area variance requests to legalize finished basements.
David Cooper, Esq., representing Broad Street Owner LLC (Case 2024-0226) described a proposed mixed-use redevelopment at 44 Broad Street that would replace vacant commercial buildings and include pedestrian improvements such as curb extensions and a widened sidewalk, plus a proposed curb cut and a rolling gate for a loading area. With no public opposition, Commissioner D’Estrada moved to adjourn the matter to July 18, 2024; Commissioner Simmons seconded and the motion carried 5–0.
Anthony Tirone, Esq. represented Neri Land Improvement, LLC (Case 2024-0229) regarding façade glazing percentages after removing one variance from the application. Public commenter Howie Ravikoff spoke. The Board adjourned this matter to July 18 on a motion by Commissioner D’Estrada, seconded by Commissioner Morlino.
On residential matters, Luigi DeMasi (DeMasi Architects) represented Juan Jorge Estopinan (29 Central Avenue, Case 2024-0231) and Edwin Tello (443 West Street, Case 2024-0230). DeMasi described both proposals as efforts to "legalize" previously finished basements that were installed without building permits; he said the basements would not create new dwelling units, that prior kitchens had been removed where applicable, and that egress and code compliance would be verified. No opposition was recorded for either application; the Board closed both public hearings and directed the Village Attorney to prepare favorable Findings of Fact for consideration at the July meeting.
