Mayor Kevin Cotton honored as 2025 City Official of the Year

JD Cheney, executive director of the Kentucky League of Cities, presented Mayor Kevin Cotton with the league’s 2025 City Official of the Year award during the Madisonville City Council meeting.
Chenei said the award recognized Cotton’s “innovative leadership, hands-on approach, and tireless service to the city of Madisonville,” citing Cotton’s role since 2019 and his work promoting the new Western Kentucky Police Academy in Madisonville. Cheney said 12 nominations were submitted for Cotton — the most the league has received for any city official — and that the award panel operates independently.
Mayor Kevin Cotton accepted the award and thanked council members and city staff for their support. As part of the presentation, the Kentucky League of Cities will make a $1,000 donation to a local nonprofit selected by the mayor; Cotton chose the food assistance program Breaking Bread.
The presentation noted Cotton’s long involvement in public service roles including as a business owner, firefighter, fire marshal and foster parent. The council paused regular business for the award presentation before continuing with proclamations and other agenda items.
The council moved on after the presentation to a proclamation for Chronic Obstructive Pulmonary Disease Awareness Month and the remainder of the agenda.
