Holly Halloween returns with free donuts and tractor rides; volunteers requested

Sarah said incidental event expenses for cups, napkins and tablecloths were estimated to be "just under 100" and remain within the event budget, which is set under $500. Commissioners thanked organizers and agreed to supply volunteers where possible.
No formal vote was required; organizers will finalize volunteer rosters and supplies ahead of the event.
