Webster leaders preview 2025–28 strategic plan; committee stresses trust and follow‑through

Superintendent Vangelie Pangeli and Dr. Mai presented the draft Webster Public Schools strategic plan for July 1, 2025–June 30, 2028 at the May 26 meeting, describing its mission and three strategic objectives.

The proposed mission reads: "empowering every student to learn with purpose, grow through challenge, and lead with integrity," summarized by the motto "Learn, Grow, Lead." The plan identifies three priorities: creating safe and supportive learning environments; establishing shared expectations for inclusive instructional practices; and strengthening collaboration among families, schools and community partners.

Pangeli said stakeholders across the district — staff, students, families and administrators — participated in the planning process and that the final, more detailed document (the "green pages" plus a 16‑page back section) is available for committee review. She said the plan was submitted to state partners for feedback, which informed progress‑monitoring language.

Committee members welcomed the process and substance but underscored cultural implementation issues. Member Miller urged leaders to prioritize trust and respect for staff and to avoid approaches that feel like top‑down evaluation: "The only way you can have all the fancy words you want…is to create the atmosphere for it to happen," Miller said.

Other members and administrators spoke about the challenge of turning the district's substantial data collection into actionable changes and the need for consistent, district‑wide accountability and support. The superintendent asked members to review the document and return comments before the committee votes at a future meeting.

No vote was taken; committee approval is anticipated at the next meeting pending member review and comment.
