Reno planning commission backs targeted master-plan changes to address heat mitigation and attainable housing

On April 15, 2026, the Reno City Planning Commission voted 5-0 to recommend City Council adopt targeted amendments to the Reimagine Reno master plan (case LDC26-000043) to ensure conformance with Truckee Meadows regional-plan direction and two state law changes.
Lauren Knox, senior planner, said the targeted edits respond to regional scheduled additions and to two 2025 state laws: AB96, which requires master-plan attention to heat mitigation measures including access to cooling spaces and public drinking water, shade over paved surfaces and cool-building practices; and AB540, which recasts affordable housing within a broader "attainable housing" framework that may extend up to 150% of area median income. Knox said many policies already existed in the master plan, and the amendments clarify language, add a heat-mitigation narrative and propose an implementation measure to map and maintain cooling-space and drinking-water resources regionally.
Knox said TMRPA (Truckee Meadows Regional Planning Agency) has reviewed the proposed changes and will complete a formal conformance review. Commissioners discussed the amendments as targeted updates rather than a full plan overhaul and supported forwarding the recommendation to City Council.
The commission's recommendation moves the amendment to City Council and TMRPA for the required conformance and adoption steps.
