The Pekin City Council approved a resolution authorizing submission of a Community Development Block Grant (CDBG) SL-CV Healthy Homes application estimated at $500,000 to rehabilitate approximately 30 housing units.
Tina, presenting the item, said the application requires a council resolution showing local support and that the grant would include an administrative fee of roughly 5–7 percent depending on the grant terms. She said the city would use the funds to address HVAC replacement and other healthy-home repairs on one- to six-unit rental properties; a separate fair-housing resolution was also approved as a formality required by the Illinois Department of Commerce and Economic Opportunity (DCEO) for the application.
Tina also presented revised CDBG Annual Action Plan and Consolidated Plan documents the city must submit to the U.S. Department of Housing and Urban Development (HUD) so the city can draw down allocations. Staff said HUD asked for revisions and that both documents must be approved and sent to HUD before the agency's stated deadline (the transcript cites an 18th-of-month deadline) so the city can access 2023 and 2024 allocations.
Council approved the grant-application resolution and the fair-housing resolution, and approved submission of the revised action plan and consolidated plan documents to HUD.
