The Belleville Planning Board voted to conditionally approve PB 2406, a minor subdivision that would split an oversized lot at 63–69 More Place into two conforming two‑family homes, subject to revised architectural plans and subcommittee review.
Applicant counsel introduced the project, saying the oversized lot can be subdivided to create two two-family buildings. The project team’s civil engineer testified the proposal would use a shared common driveway with four parking spaces per building and would add separate drywells on each lot for stormwater mitigation; the engineer noted recorded easements would be required as a condition of approval to guarantee cross-access and maintenance responsibilities.
An applicant architect described unit layouts and said the original proposal had stacked three‑bedroom units that would have produced 12 bedrooms on the combined lots. After public questions and board concern about parking and neighborhood impacts, the applicant agreed to redesign the units to two bedrooms each, reducing the total on-site bedroom count to eight so it matches the eight on-site parking spaces the applicant can provide without creating unsafe vehicle maneuvering or encroaching on neighboring properties.
As a condition of approval the board required the applicant to submit the redesigned architectural plans showing the two-bedroom layouts and any mechanical relocations (for example rooftop condensers) to a subcommittee for review. The board will not memorialize a final resolution until the subcommittee signs off and the applicant files any required deed/easement paperwork and stormwater approvals with the municipal engineer.
The board’s motion and subsequent vote found the subdivision otherwise conforming to bulk requirements except for the pre-existing front-yard setback on the existing building, and included conditions that plans be resubmitted to the subcommittee and that required easements be recorded prior to pulling building permits.
