County staff said the county was unable to renew a long‑term lease with the Forest Service and had planned to reclaim and clear the site. Jeff Commtock and Ryan Banks of Rocky Mountain Youth Corps asked the board to approve a bill of sale and explained the nonprofit’s plans for the site. Ryan Banks said the youth corps runs multiple programs across northwest Colorado and plans to use Sherman as a site for science camps, conservation crews and other youth programming; the corps has operated for more than three decades and serves people ages 11–25.
Banks described facilities the corps would use, including the water system and vault toilets, and said the Forest Service requires a notarized bill of sale before issuing the permit to operate. “Once the Forest Service issues us a permit, we’re pretty much positive that’s going to happen. But once that happens, then this bill of sale will kick in and then the assets will transfer to us,” he said.
Commissioners supported the transfer, noting it reduces costs the county would otherwise face to clear the site and that the nonprofit’s local programming could benefit county youth. The board approved the resolution and bill of sale on the record.
