Kenny said the property is currently zoned for roughly eight units per acre (about 600 homes) but the team intentionally sought lower density after earlier conversations with council. He said the proposal under discussion reduces development to 142 single-family homes. "Toll Brothers listens to our direction and therefore the proposal for you tonight is 142 single family homes, a much lower density and more thoughtful approach to development," Kenny told the council.
Margaret Pucket described Toll Brothers as "America's luxury home builder," saying the company's company-average price point nationally is about $977,000 and that the local price points under consideration start in the mid‑$800,000s and up. She said Toll Brothers has experience across regional markets and believes the plan would meet demand for higher-end executive housing in the area.
Council did not vote on zoning or sewer allocation for the property at the May 14 meeting; multiple commenters later in the public-comment period raised separate concerns about potential industrial conversions and detention centers. The developer representatives said they approached council members before marketing the site to align on city priorities and that, if council approves future permits and allocations, the Dave Phillips Activity Center bid on tonight's agenda would proceed on its own timeline.
