Council members reviewed two related resolutions aimed at clarifying town expectations for enforcement of the zoning ordinance and for coordination with the county on enforcement of the North Carolina building code.
One council member urged adding a monitoring provision to the zoning-enforcement resolution, noting residents in Valdese "are afraid to speak up" about potential violations out of fear of retaliation and asking for a clear pipeline for complaints so small problems are identified earlier. That member said citizens need a practical way to feed observations into enforcement before violations escalate.
Town Manager Herms (referred to in the meeting) said he would work on language and circulate it to council. He and others noted limits on the town's authority because the county handles building-code inspections; the council discussed trying to negotiate a joint resolution with the county or to create ordinance language that would allow town officials to address smaller issues such as broken windows more quickly. Staff also said they are reviewing options to mirror code-enforcement practices used in Hickory to speed local enforcement processes.
Council agreed to remove at least one of the building-code items from the agenda so staff could work through the language and possible county coordination. No formal enforcement policy or binding agreement with the county was approved at this meeting.
