Millington Board approves FY26 budget amendments, contracts and appointments

On final reading the board approved Ordinance 2026-6, which amends the FY26 budget for Millington Municipal Schools. Finance staff said the changes increase the general fund for TISA outcomes, raise federal and Title I capital funds, recognize USDA loan adjustments, add capital for a school parking lot and allocate $350,000 from fund balance to the nutrition fund. The ordinance passed on roll call with the members on record voting in favor.
The board also approved Ordinance 2026-7, a multi-item FY26 amendment covering the Herald building project, tennis court engineering, reappraisal, planning, personnel changes, police and recreation operations, equipment and recognition of insurance proceeds and donations. Two technical changes were noted since first reading: an account number change for snow equipment and converting a part-time golf-course position to full time; staff said these changes do not affect the general fund. The ordinance passed on final reading by roll call.
On consent the board approved Resolution 16-2026 to retain Watkins Uberall PLLC for the FY26 audit (estimated cost reported as about $74,500 for the last fiscal year) and Resolution 17-2026 awarding RFP 2026-2 for architecture and engineering services for a new fire station (staff reported 15 proposals and recommended the firm that designed Fire Station No. 2). The board also accepted a $10,000 Tennessee Commission America 250 grant for historic preservation (Resolution 18-2026) and approved an interlocal licensing agreement for the MyGovernmentOnline permitting platform (Resolution 19-2026) to streamline permitting and planning.
Separately, the board approved Resolution 22-2026 to lease golf carts for Oracle Golf Course from Ben Nelson Golf and Utility Vehicles LLC with Verdant Commercial Capital as the lender, and Resolution 23-2026 appointing members to the City Beautiful Commission.
The meeting also added and approved a last-minute administrative authorization allowing the mayor, with attorney review, to enter a one-year lease with the Millington Industrial Development Board (Millington IDB) for HR department space at $2,000 per month, subject to final contract terms and a 30-day out clause.
