Newton Planning Commission elects chair and forwards rezoning recommendation for 320 South Pine

The Newton Planning Commission on May 4 elected Arlin as chair for 2026–2027, confirmed Mike as vice chair and kept Aubrey Wallace as secretary, approved its meeting calendar and voted to recommend a zoning amendment for 320 South Pine to the city commission.
The commission opened by welcoming Trevor Kaufman, the newest member. "Trevor Kaufman. Um, I grew up actually north of Newton...Finally moved back to Newton about three years ago," Kaufman said, introducing himself to the group. Commissioners then approved the January 5, 2026 meeting minutes by voice vote.
During the election of officers commissioners reviewed bylaw limits on term length before moving to install Arlin as chair and Mike as vice chair for the coming year; Aubrey Wallace was reappointed secretary. The panel also voted to adopt the proposed 2026–27 meeting schedule.
Staff presented the zoning amendment request for 320 South Pine, which seeks to reclassify the parcel from PO (professional office) to R1 (single-family residential). Justin Ericson, staff, told commissioners the property is "adjacent to R1" and noted legal counsel had warned the applicant may later pursue a special-use (SU) application but that the commission should evaluate this request as a straight R1 rezoning. Staff also reviewed the required criteria for rezoning under the city's rules and asked commissioners to consider whether every use allowed in R1 would be appropriate at the site.
The commission considered the rezoning criteria in separate motions. Commissioners voted in favor of criteria A (consistency with the comprehensive plan), B (compatibility with nearby uses), C (availability of utilities), D (no errors in application of regulations) and E (no changed conditions creating disproportionate loss to the owner relative to public gain). After opening and closing a public hearing with no speakers, the commission voted to forward a recommendation to the city commission to approve the amendment.
The recommendation on 320 South Pine is now scheduled to be considered by the Newton City Commission according to the normal referral process. No public testimony was recorded at the Planning Commission hearing. The Planning Commission adjourned with no further old or new business.
