Quabbin committee accepts FY25 audit after GASB accounting change prompts restatement

The Quabbin Regional School Committee unanimously accepted the district’s FY25 audit report on April 16, after representatives from CBiz summarized changes required by recently updated government-accounting guidance and answered committee questions.
CBiz auditor Craig Peacock told the committee that a new GASB-related accounting requirement to recognize accrued compensated absences (sick and vacation pay) in a different manner prompted an adjustment to prior-period balances, increasing the district’s accruals by about $2.6 million. “Independence as an auditor is of number-one importance,” Peacock said, and he emphasized that the auditors worked with district management to prepare financial statements while remaining independent.
Peacock said the audit did not identify any material misstatements or reportable internal-control deficiencies. He also reported an unmodified (clean) opinion on the financial statements and unmodified opinions on the district’s federal-award reports, including the child-nutrition cluster and other federal programs. On federal expenditures, he noted heightened federal spending in recent years and that ESSER obligations have deadlines the district is tracking; auditors reported no current compliance issues.
The committee thanked CBiz and the district’s finance staff for responsive cooperation during a year of changed standards and staffing transitions in the audit firm. After the presentation a motion to accept the FY25 audit carried by a unanimous roll-call vote.
What this means: The audit’s clean opinion indicates CBiz believes the district’s FY25 financial statements fairly present the district’s financial position under applicable accounting standards. The prior-period restatement reflects an accounting change in how certain employee leave liabilities are recognized; the district and auditors said it did not represent a misstatement arising from improper transactions or fraud.
Next step: The committee accepted the report and asked the superintendent and business office to continue communication about federal-award deadlines and any follow-up items auditors recommend in their final management communications.
