A heavily attended hearing on May 21 over proposed amendments to Seven Hills Club’s 1960 conditional permit ended with the Board of Zoning Appeals deferring the matter and ordering additional technical work.
The club seeks to formalize higher membership levels and to modify historic operating conditions, including what the club described as an updated on‑site parking plan plus an overflow agreement with St. Bartholomew’s Church. Adam LeFevre, representing the club, said the busiest month’s average attendance was roughly 512 people and that the club expected 105 on‑site spaces plus an 85‑space agreement off‑site.
Neighbors, supported by a council member, said the on‑street parking, which they estimate occurs on 30–40 summer days, creates safety and pedestrian hazards on narrow Hildreth Drive. Opponents said the off‑site agreement is month‑to‑month, too distant and not a long‑term solution. One neighbor said the club’s membership rose without adequate new on‑site parking and that screening hedges had been removed.
The board heard both detailed operational testimony and neighborhood testimony about parking and traffic patterns. Board members concluded more specific data and plans were needed to evaluate whether an increased membership cap and the proposed parking regime would be compatible with adjacent neighborhoods.
The board voted to defer the item to July 16 and requested that the applicant provide a parking/traffic management study (applicant‑funded), a site landscape plan restoring appropriate screening, and coordination with Metro and NDOT and Codes staff; the board suggested both parties jointly agree on an engineer if possible. The board noted the club may also need stormwater and permit approvals before any changes could be implemented.
The deferral leaves the club’s requested changes unresolved but gives a clear path for the applicant to address neighborhood safety and parking controls before the board acts again.
