Planning and Zoning Commission approves Independence Woods final plat after emergency-access review

The Bettendorf Planning and Zoning Commission on April 15 approved Case 26-009, the final plat for Independence Woods, a 1.77-acre (77,381-square-foot) parcel east of Silver Spur Road and north of Wallace's First Addition. The commission voted to approve the plat "subject to staff recommendations," following a presentation by staff member Greg and brief questions about emergency access and property lines.
Greg, the staff presenter, described the site and its context as neighborhood light and greenway uses and said the plat is being considered concurrently with a rezoning application that would change the parcel from A1 (agricultural/urban reserve) to A2 (rural residence). He told the commission the commission’s generalized comprehensive-plan map treats boundaries as transition zones and that the proposed lot does not lie within a 100-year floodplain or floodway.
A commissioner asked whether the access easement would be adequate for fire and rescue. An agency official from the fire department said the department had "looked at this property extensively" and was "very comfortable with the way we access that property." Greg also addressed an email from the Novaks asking whether the private drive would run along the Novaks' property line; he said the easement is contained within Wallace's First Addition and does not impinge on adjacent private property.
The proposal includes a private drive connecting through Wallace's addition to Silver Spur Road and does not require a sidewalk because there is no right-of-way to accommodate a sidewalk connection. Greg said utility easements were shown to accommodate sanitary, storm and electrical connections and that any local, state or federal requirements would be confirmed during the building-permitting process.
A commission member moved to approve Case 26-009 "subject to staff recommendations," another member seconded, and the commission voted in favor; the motion carried. Earlier in the meeting commissioners also approved the minutes of the March 18 meeting. Commissioners closed the session after brief administrative updates, including an offer to schedule one-on-one performance-feedback meetings.
The approved final plat will proceed through the city's permitting and rezoning processes as applicable; staff noted building permits and compliance with any outstanding requirements will be addressed through the building department review.
