Council adopts HUD annual action plan and approves routine procurement; rejects wastewater project bids
Summary
On May 5 the Victorville City Council adopted Resolution 26-014 approving the FY 2026–27 HUD annual action plan and approved consent items and a $126,928.77 equipment purchase; council also rejected bids for the IWWTP direct connection project (MS26-107) and authorized staff to re-scope and re-bid.
At its May 5 meeting the Victorville City Council took several formal actions on grant planning, procurement and project bidding.
Annual action plan (CDBG/HOME): The council adopted Resolution 26-014 to approve and submit the FY 2026–27 annual action plan to the U.S. Department of Housing and Urban Development, which includes staff-recommended funding awards from the CPD grant subcommittee. The clerk read the recommendation to open the hearing, receive comments, close the hearing and approve the resolution. No public speakers requested to speak. Vote: Council member Godam — yes; Council member Mora — yes; Mayor Pratem Haramman — yes; Mayor Bisera — yes (Council member Irving absent).
Consent calendar: The council approved consent calendar items 3 through 10 by unanimous vote (Irving absent), adopting staff recommendations as presented.
Equipment purchase: The council approved the purchase of a Toro Green Master 3400 Trilex hydraulic diesel mower and a Toro MultiPro 1750 sprayer for Green Tree Golf Course in the amount of $126,928.77. Staff said the purchase is budgeted and noted mower lifespan depends on operating hours and maintenance. Vote: unanimous (Irving absent).
Industrial wastewater project bids: Staff recommended rejecting all bids for the Industrial Wastewater Treatment Plant direct connection 1 and 2 project (Project No. MS26-107) because bids substantially exceeded engineer estimates and displayed wide discrepancies on critical bypass work. The council approved the staff recommendation to reject bids and authorized staff to re-evaluate the scope and re-advertise the project. Vote: unanimous (Irving absent).
No further ordinances or changes to policy were adopted as part of these actions; staff will proceed with the next steps described in each item (submission of the HUD plan to HUD; re-scope and re-bid of MS26-107).
