After extended discussion, the council substituted a motion to table item 27 (the bidding/ceiling authorization) and referred item 45 (the facilities assessment) to the engineering selection process. Council approved allocating approximately $32,000 from CIP contingency above the previously budgeted $2 million library allocation to fund the narrower assessment scope; that motion passed 7-1. The substitute motion to table item 27 passed 5-3 earlier.
