The Rio Grande City Commission voted to award the downtown Britain Avenue rehabilitation contract during the March 24 meeting, approving engineers’ recommendation to accept the low bid from 8A Builders LLC and to include two alternates for monument lift and additional railings.
Assistant City Manager (presentation staff) told commissioners the project — focused on ADA compliance and preservation of historic downtown infrastructure — came in on a second round of bidding and that the associated grant totaled $500,000. "In your packet is a recommendation from our engineers... the lowest bid came in from 8A Builders LLC," staff said, adding the staff recommendation included alternate two and alternate three to address a monument and railing needs.
A commissioner moved to follow the recommendation; the motion was seconded and approved with the standard "all those in favor say 'I'" vote. Staff said construction is anticipated to begin late spring/early summer in coordination with grant requirements and that alternates will address a monument that is currently sinking and safety railings near a church on Britain Avenue.
The commission did not discuss a change to grant funding; staff reiterated the grant covers the interior scope of work and added that engineers will finalize a construction schedule and contract administration steps.
The contract award advances a multi‑department effort to improve accessibility and preserve the city’s historic downtown corridor.
