Bolton Inland Wetlands Commission sets three septic/home permit applications for February review, approves budget transfer and begins regulation update process

At its Jan. 28 meeting the Bolton Inland Wetlands Commission moved three new permit applications to its February agenda for fuller review. Daniel Dziadul described an application for converting an outbuilding to a studio with a bathroom at 139 Vernon Road (applicant listed as Brian Patsun of Septicology); the commission noted the structure’s separation from the lake is stated as 60 feet and asked for silt fence details.
Chris Sutyla of County Line Septic presented a proposal to install a new septic system at 20 Goodwin Road; he said the system will be sited 50 feet from the wetlands and that excess materials would be hauled from the property. James Read presented plans to build a small single-family home on 0 Vernon Road; Andrew Bush said the driveway was changed to pavers and the team intends to preserve trees and add mitigation plantings along the shoreline.
Wetlands Agent Alyssa Barroso told the commission she has not yet visited the three sites and recommended applicants provide specific erosion-control details. Member Michael McDonnell requested silt fence placement plans; Barroso suggested using a straw waddle or straw sock in addition to silt fencing.
In other business the commission unanimously approved a transfer of $420 from Payroll to Official/Admin Services. Member Michael McDonnell reviewed proposed updates to the Wetlands Regulations gathered at the December meeting; he will clean up the draft and the commission will determine the next steps, including review by the town attorney and any required public hearing. Barroso presented a draft wetlands brochure the commission supported; she also informed the commission she has enrolled in soil science classes at the University of Illinois, expected to be completed by December.
The commission recorded that Wetlands Agent Barroso will follow up on a separate matter at 271 Hop River Road to remove remaining debris, and that she will coordinate a planting plan with James Read for mitigation along the lake at 0 Vernon Road.
