Rita Trap, the city's planning consultant, explained the first ordinance would clarify how corner‑lot setbacks are applied (no numeric changes to setback distances; clarification and administrative procedures to identify the front yard for corner lots). "There are no actual changes to the numbers," Trap said, describing the change as a clarification to reduce confusion in applying existing standards.
The second ordinance creates a 'humane pet store' standard, separating pet sales from veterinary services and limiting overnight housing of cats and dogs except for short‑term adoption events in partnership with shelters. Trap said the proposed language follows precedent from about 15 Minnesota cities.
The third ordinance updates accessible parking stall size and aisle requirements to match current building code practice; the change was prompted by the West Tonka Library project and is largely technical.
Council opened and closed each public hearing, then moved, seconded and adopted Ordinance 05‑2026 (corner lot setbacks), Ordinance 06‑2026 (humane pet store regulations) and Ordinance 07‑2026 (parking stall design). Council also passed resolutions authorizing publication by title and summary for the longer ordinances as allowed under Minnesota Statute 412.191(4). All votes were unanimous.
