The Orange City Council on May 26 authorized the city manager to enter a contract with Trojan Technologies for $937,729.78 to complete repairs to the wastewater treatment plant's ultraviolet (UV) disinfection basin, the final action required after a 2021 diesel spill.
Utilities staff explained the UV basin is the final disinfection step before treated effluent is discharged to the river and that repairs are part of a TCEQ 2024 notice of enforcement. "The UV basin disinfects water before we discharge it to the Sine River," Utilities staff member Adam Jack told the council. Trojan Technologies was the sole provider able to repair the proprietary system and submitted a quote for $937,729.78.
Texas Municipal League risk-pool insurance paid $786,420 in early May for the claim. Staff recommended covering the remaining balance (approximately $151,309.78) from the year-end interfund transfer between the utility/enterprise fund and the general fund; the utilities division will absorb related electrical work in its operating budget.
Council approved the contract and funding approach at the meeting.
What happens next: Staff will complete procurement and scheduling with Trojan Technologies and proceed with repairs in the sequence required by the treatment process to meet TCEQ requirements.
