Council adopts ordinance regulating certified recovery residences

The ordinance, presented on second reading without substantive changes from the first reading, sets definitions, application requirements, review deadlines and processes for revocation and reinstatement. City staff noted the legislation is intended to implement a local regulatory structure while preserving federally required accommodation rights for qualifying residences.
The council voted to adopt the ordinance unanimously. No members requested further substantive edits on second reading; staff will proceed with codification and publication of the new section.
