Planning board adopts ADA‑formatted working copy of zoning ordinance for edits

Winthrop staff told the planning board they have converted the town’s zoning ordinance into an ADA‑compliant, hyperlinked format to make the code easier to read and edit. The reformatted document was prepared by Jim King and shared as a working copy for board members to use when drafting amendments.
Members discussed practical issues: redline and comment workflows in the online/track‑changes environment can break ADA formatting, so staff recommended using the ADA format as the working copy while keeping the currently adopted ordinance as the official, sealed document until edits are finalized. The board asked that any future changes be tracked centrally so members can see comments in context and so edits are not submitted via ex parte communications.
Board members said they would bring draft changes in the ADA working document back to the planning board for approval; once the board approves a consolidated set of edits, the town council will be asked to adopt the reformatted ordinance as the official code.
