The Umatilla Planning Commission voted Sept. 23, 2025, to approve variance V-3-25, allowing a property owner to locate a detached shop 10 feet from the property line instead of the 20 feet required under current code.
Staff told the commission the applicant sought the variance so renters could see the driveway and entryway for safety reasons; staff said fire and building officials judged a 10-foot setback would not create a safety hazard and recommended approval. The applicant was not present at the hearing.
No members of the public testified. During deliberations commissioners discussed concerns about setting precedent for future variances and the site’s topography. Staff emphasized that variance decisions are considered on a case-by-case basis and require valid hardship or safety reasons.
A motion to approve V-3-25 was made, seconded, and passed; the transcript records affirmative votes from Commissioner Gutierrez and Commissioner Cooper. The commission provided the motion without additional conditions beyond standard permitting and state/federal permit requirements.
The variance concludes the planning commission’s review of the Southshore application; there was no appealable change recorded at the meeting and no further action was scheduled by the commission.
