Board reviews Sky Transportation proposal for medically fragile student transport

An education department representative asked the board to review the service agreement, which the department said would be funded through the general fund and run from Sept. 1, 2026 through Aug. 31, 2031. The transcript records a dollar figure in the Sky presentation that is formatted inconsistently; the department said the agreement is a multi-year contract funded by district general funds.
Sky representatives Dan Mina (director of national counsel and primary account manager) and Eddie Tado (principal partner) described the company's Connecticut origins and experience serving fragile populations. "We have a footprint in seven states. We have over 200 vehicles," Mina said, and noted that Sky operates non-emergency medical transportation and student routes and can scale vehicles for new contracts.
Board members asked whether Sky's systems could integrate with the district's parental tracking app and whether Sky would provide a dedicated phone line for Waterbury families. Mina said the company's systems are "integrable" and that Sky would dedicate a phone number rerouted to staff assigned to the Waterbury contract.
Commissioners also asked whether Sky supplies medical staff for medically fragile children. Mina said Sky supplies monitors and can contract third-party nurses or LPNs, but districts or families often provide medical personnel; Sky said it can arrange contracted medical staff on request.
Sky representatives said they would provide complaint and resolution data on request and offered to return for updates if the board wished to review corrective-action reporting.
