David City board adopts multiple state-required policy updates and approves CTE materials

The David City Public Schools board reviewed and approved a large package of policy updates required by recent Nebraska legislation. Administrators explained specific changes: a new library-access policy that will put the district’s library catalog online and allow parents to opt in to receive email notices when a child checks out a book (citing statute 79-533.04); updates to option-enrollment rules that, under new law, generally require a district to accept siblings when one family member is accepted; attendance adjustments from LB937 so health-professional-excused absences do not count against the 20-day threshold for truancy referral; and revisions to suspension rules (policy 5101) that allow K–2 suspension in cases of violent behavior under clarified statutory language. Legal analysis prepared by the district’s law firm (Perry Law) accompanied the packet.
Other personnel and operational approvals. The board also approved an update to policy 4410 on extra compensation (moving certain gate pay to hourly rates for fairness), reviewed the four-year technology replacement schedule, and voted to appoint Trevanotti as the student board member for next year. Curriculum committee members presented CTE instructional-material recommendations (new FCS textbooks and online teacher resources, an online A+ curriculum for special education classes, and materials for industrial technology). Administrators said the purchases were budgeted in the general fund and the board approved the CTE curricular materials.
What the approvals mean. These policy updates implement state legislative changes and will be incorporated into student and staff handbooks prior to the 2026–27 school year. The library-notification feature will require parental opt-in and the district will provide forms in August for parents to supply current email addresses. The changes to option enrollment and attendance/absence rules reflect statutory shifts intended to protect students (including those with disabilities) and to provide commonsense excusal processes for medically excused absences.
Next procedural steps. Administrators said the policy changes will be reflected in updated handbooks and that further administrative details (for example, finalizing appendix numbers for option enrollment) will come back to the board in October or at the organizational meeting in January as required.
