Council adopts Chesapeake Bay preservation zoning update to match state environmental rules

Staff presented a zoning text amendment to revise Article 9 (Chesapeake Bay Preservation Area District) to align local ordinance language with recent Virginia Department of Environmental Quality regulations.
Planner Mr. Griffin told council the amendment adds a definition section, clarifies rules on shoreline erosion control and living shorelines, and strengthens water-quality impact analysis standards to improve climate change resilience in environmentally sensitive areas. He said the proposed ordinance language had been reviewed by the city attorney and DEQ's Office of Watersheds and Local Government Assistance, and that the planning commission recommended approval at its April meeting.
There were no public speakers on the item. Council members praised the added clarity and definitions and voted to adopt the ordinance.
What comes next: The revised Article 9 will be incorporated into the city's zoning ordinance and applied in reviews of development and shoreline projects located in resource protection and resource management areas.
