Freetown Select Board finalizes special town meeting warrant, adds multi-year solar bill-credit agreement

The Freetown Select Board on Jan. 5 opened and voted to finalize its special town meeting warrant for Jan. 26, 2026, approving the board’s recommendations on the packet of articles and adding a new, multi-year electric bill credit agreement tied to solar credits.

Chair introduced the warrant-opening process and the board discussed each article in sequence, covering items from school fencing to stormwater regulation updates. Members agreed to add Article 22, described as an electric bill credit agreement for solar credits; because the contract runs longer than three years the board said a town meeting vote is required.

Board members also flagged and removed two items for further work: a proposed bylaw change related to fingerprinting and licensing (which returned from town council with questions) and an amendment to accessory-dwelling-unit height regulations that members said required additional drafting. The board voted to remove those items from the Jan. 26 warrant and to reintroduce them at a future meeting after revisions.

The board voted to approve, add and recommend the remaining warrant articles as presented and then voted to finalize and close the special town meeting warrant. Chair said staff will confirm numbering and final recommendations before the warrant is posted to the town meeting materials.

The Jan. 26 warrant now includes Article 22 (electric bill credit agreement) among other capital and bylaw items. The warrant and final recommendations will appear in the posted packet for the special town meeting.
