Belle Glade commission approves consent agenda, manager contract and first readings on housing ordinance

At its Feb. 24 meeting, the Belle Glade City Commission approved a package of consent agenda items, advanced two ordinances on first reading and approved a permanent city manager agreement.
Consent agenda: Commissioners voted to approve items 4 through 18 by roll call. The consent items included approval of meeting minutes, special event applications (Black Gold Jubilee, Glades Festival of Afro Arts, Christ Fellowship outreach), and procurement authorizations listed on the agenda. The motion to approve consent items passed unanimously.
Construction and contract authorizations: The clerk’s agenda listed award of ITB No. 0120255 to Construction Inc. in an amount not to exceed $925,000 (item 9), and a change order for construction engineering services for the Tory Island Campground Bath House (amounts noted on the agenda). The commission approved these consent items as part of the package; staff retained authority to finalize contract execution subject to receipt of required bonds and approvals.
Ordinances: On first reading, the commission considered Ordinance No. 13-14 amendments to rename and modify the Abon Estates planned unit development to Hillsboro Estates PUD and to remove previously proposed commercial uses in favor of 77 single-family homes, 28 multifamily residential units, basketball courts, a community building and open space. Commissioners expressed support for the additional housing supply; the ordinance remains on first reading and will return for a subsequent reading and formal vote.
City manager agreement: The city attorney presented a 14-month employment agreement for City Manager Mr. Harold with an annualized salary of $240,000, no severance provisions, and reciprocal notice provisions (60 days if manager resigns; 15 days notice by city to end the agreement). The motion to approve the agreement was moved by Vice Mayor Almazon, seconded by Commissioner Collins and approved unanimously by roll call.
Next steps: Ordinances on first reading will return to the commission for final readings as required by ordinance process; contracts awarded in the consent agenda will proceed through standard procurement steps including the submission of bonds and signatures by the mayor.
