The Sparks City Council on May 26 voted unanimously on a slate of infrastructure contracts and adopted the city’s FY2026–27 budget and Community Development Block Grant (CDBG) annual plan.
Key approvals included:
- A $3,619,007 construction contract (AC‑6199) with Sierra Nevada Construction Inc. for the 2026 Street Rehabilitation Project covering pavement replacement, curb ramps and ADA‑compliant sidewalks.
- A $2,087,007 contract (AC‑6196) with Sierra Nevada Construction Inc. for L Street and 5th Street drainage and roadway improvements and a $672,821.75 federal CDBG‑funded contract (AC‑6200) with Anchor Concrete for Phase 3 pedestrian improvements on 12th and 13th Streets.
- A $952,730 construction contract (AC‑6197) with Express Sewer and Drain to rehabilitate 77 sanitary sewer manholes (estimated to reduce flows to the treatment plant by 0.12 MGD, saving roughly $150,000 annually) and a $118,410 professional services contract (AC‑6195) with Construction Materials Engineers Inc. for inspection and testing.
- The council voted to reject a single responsive bid ($389,000) for the Greg Street sanitary sewer lift station rehabilitation because it exceeded the engineer’s estimate ($155,000); staff will evaluate alternatives.
- An interlocal cooperative agreement (AC‑6198) with the Regional Transportation Commission of Washoe County was approved in an estimated amount of $561,706 to reimburse utility improvements tied to the RTC Prater Way rehabilitation project; funds would come from multiple FY27 sources.
Council also accepted the Regional Transportation Commission’s Business Impact Statement supporting proposed updates to the Regional Road Impact Fee (8th Edition). Staff reported the update reduces fees for most development types by about 2.3% on average while representing roughly a 1% overall program increase; the city set a first reading for adoption of related ordinance (Bill 2856) for June 8, 2026.
On budget items, the council held the required public hearing on the tentative budget and then adopted the final FY2026–27 city budget. Separately, the council approved the CDBG FY26‑27 Annual Action Plan with estimated expenditures of $1,637,764, allocating funds to pedestrian improvements, Deer Park Place, fair housing advocacy, youth homelessness services, emergency repair grants, deferred‑loan programs and administration.
