Falls Township authorizes $839,700 grant application to restore Martins Creek and reduce stormwater pollution

The Falls Township Board of Supervisors voted Nov. 24 to authorize a grant application to the Pennsylvania Department of Community and Economic Development seeking $839,700 to fund restoration work on Martins Creek.
Joe Jones, the township engineer, described a plan to divert part of Martins Creek into a nearby marshy area, remove accumulated sediment, install piping and add aeration to address persistent stagnation near the community park soccer fields and under a county bridge. Jones said the work is designed to reduce pollutant loads under the township’s MS4 permit obligations and to provide an improved aesthetic and functional basin at the park.
Jones told the board the project would fund construction and inspection work and that, if awarded, construction would likely begin in fall 2026. The presentation noted the watershed has many outfalls and that this single project would generate MS4 credits by addressing a substantial drainage area. Board members asked technical questions about beaver dams, local low spots and coordination with county work. Staff clarified the project application is required to secure state funding; the resolution authorizes township submission to DCED.
The supervisors approved the motion to apply for the grant (recorded as Resolution 2025‑30). If the township receives the award, staff said further scheduling and contract decisions will be brought back to the board for authorization.
