Council authorizes five-year MOU with Texas emergency management teams

Chief David Coble asked the council to authorize the city manager to execute a five-year memorandum of understanding with the Texas Division of Emergency Management and the Texas Emergency Management Assistance Teams to formalize training, liability and mutual-aid participation.
"This just formalized a five year MOU with the state that covers your training. Who has liability in case those people get hurt and all of that," Chief Coble told the council, adding that the city already participates in related programs and currently has personnel deployed supporting other jurisdictions.
Councilors asked how often personnel are deployed. Chief Coble said deployments occur regularly during high-risk seasons and estimated "a couple of times a month" on average, noting deployments increase during dry seasons and wildfire risk.
The council moved to authorize the city manager to execute the memorandum of understanding and approved participation in associated state programs (motion moved and seconded on the floor); the motion carried.
The memorandum was presented as a formalization of ongoing participation; staff said the programs the city already uses will be covered by the MOU. The council did not discuss specific budget changes tied to the agreement during the meeting.
