Commission hears preliminary CIP and federal recovery‑fund updates; staff sets May hearing for transportation amendment

Becca Hodge, CIP coordinator, presented the required preliminary capital improvement program update. She reminded the board that the FY26–30 CIP adopted last year totaled about $347 million with the first year obligated; departments submitted 98 project requests for FY27 totaling $439 million. Hodge emphasized that the FY27 numbers are requests, not recommendations, and that the board will receive a comprehensive proposed budget on May 21 with department-level details and recommended funding.
Becky Jones (Financial Management) reported on the state and local fiscal recovery fund (SLFRF) first quarter of 2026. Most community partners had submitted reimbursements in late 2025. MAKS A submitted and was reimbursed in Q1; interest earnings and banking fees produced a small net change. Jones said approximately $4 million remained to be spent from the SLFRF pool and reminded the board of an internal October 31, 2026 board deadline and the Treasury deadline of December 31, 2026 for spending those funds. She listed remaining partner projects (Habitat for Humanity land acquisition, Friends of JCDS housing Floyd Apartments bidding, Salvation Army shelter renovations) and said staff is monitoring their progress.
Separately, staff requested and the board set a public hearing for May 14 to consider a proposed FY2026 transportation‑fund amendment of approximately $6,871,162 composed of state, federal and community funds; the resolution to set the hearing was approved unanimously earlier in the meeting.
Next steps: the board will review the proposed FY27 budget materials on May 21 and staff will continue to monitor SLFRF partner spending and report quarterly.
