Devine council declines to join Medina County water alliance pending more information

The Devine City Council on July 16 declined to join the proposed Medina County Regional Water Alliance pending further information after a presentation on an aquifer storage and recovery (ASR) water-bank concept.
Elizabeth ("Liz") Leal of Yancey Water told the council the alliance would use ASR to create a regional water bank and that cost sharing among members would be calculated by water-meter counts; she said the City of Devine's share would be about 6.62%. She also said Medina County committed $92,000 for a feasibility study so members would not pay toward that study. Director of Public Works Pete Sanchez engaged with the presenters during the discussion.
After questions and discussion, the council voted to defer membership until more detail is available, including the implications and long-term commitments associated with ASR and cost-sharing arrangements. The motion to not join the Medina County Regional Water Alliance at this time passed unanimously.
