The City of Gretna Planning Commission on April 28, 2026 approved a series of annexations, rezonings, plats and conditional-use permits affecting sites across the city, including approvals tied to a proposed Buc-ee’s travel center and the Linoma Industrial subdivision.
Commission Chairman Nathan Munger called the meeting to order and the commission unanimously approved the consent agenda, which included the meeting agenda and the March 24, 2026 minutes. City Planner Reggie Wortman presented staff comments on each agenda item; City Attorney Jeff Miller and City Engineer Greg Perry also provided input on items tied to infrastructure and legal requirements.
Among the land-use approvals, the commission: - Approved the annexation of Parcel #011282118 and rezoned Parcels #011282118 and #011222387 from R-2 (Medium Density Residential) to MUC (Mixed Use Commercial) (motion by Commissioner Marlene Knight; seconded by Alternate Member Josh Bumgardner). - Approved a Conditional Use Permit for Midwest Cultivators Group LLC to operate a commercial greenhouse at 10710 Sapp Brothers Drive (motion by Commissioner Jim Foley; seconded by Commissioner Dustin Kowaleski). - Approved the Final Plat for Linoma Industrial (Lots 1–10 and Outlots A–C). During that item City Engineer Greg Perry noted the developer’s General Obligation (GO) debt level was "too high" and stated actions are required to lower GO debt before the release of the final plat; applicant representative Kyle Vohl acknowledged that work is underway to reduce the GO debt (motion by Commissioner Jeff Johnson; seconded by Alternate Member Josh Bumgardner). - Approved a revised Final Plat for Lot 1, Gretna Logistics Park Replat 3 (motion by Commissioner Dustin Kowaleski; seconded by Commissioner Jeff Johnson). - Approved a Conditional Use Permit for BRV Omaha LLC to operate an RV sales and repair center in the FX Flex Space zoning district (motion by Commissioner Jim Foley; seconded by Commissioner Marlene Knight). - Approved a revised Final Plat and a rezoning from GC (General Commercial) to TA (Transitional Agriculture) for Lot 1, Elkhorn Lawn Care (motion by Commissioner Marlene Knight; seconded by Commissioner Jim Foley). - Approved a Preliminary Plat and rezoning from I-2 (Light Industrial) to HC (Highway Commercial) for a subdivision to be known as Platte River Beaver Habitat (Lots 1–5), and separately approved a Conditional Use Permit to operate a travel center/truck stop on the planned Lot 1 (both items tied to a proposed Buc-ee’s development; motions by Commissioner Jeff Johnson and Commissioner Dustin Kowaleski, respectively). - Approved the Gretna Wolfpack Area Blight Study and a declaration of the study area as substandard and blighted under the Nebraska Community Development Law; the motion passed with a 5–1 vote (motion by Commissioner Jim Foley; seconded by Commissioner Marlene Knight), with Commissioner Dustin Kowaleski voting no.
No members of the public spoke for or against any of the public hearing items. Several items drew only staff presentations and applicant acknowledgments; the only substantive concern recorded in the meeting minutes was the City Engineer’s statement about high GO debt tied to the Linoma Industrial final plat and the applicant’s acknowledgement that steps were being taken to address that debt level.
