Chair (speaker 1) said staff compiled objectives from prior work, budget performance measures and council requests. Council staffer Ms. Bradley (speaker 16) said departments were consulted and the bill reflects a quick turnaround to gather objectives and performance measures.
Amendments adopted in committee add an objective to coordinate with the Metropolitan Redevelopment Agency to increase the eligible inventory of affordable housing by 500 units (completed, under construction or funded pipeline projects) and to require details on barriers and baselines. Another amendment asks DFAS to reduce repeat comprehensive financial-report findings by 50% with emphasis on recurring audit findings and to include a baseline. A third amendment proposing contract-execution mechanisms to ensure city contracts are signed before service start dates was withdrawn for revision and is slated to be refined before a future vote.
Councilors asked clarifying questions about metrics, accountability and corrective actions if objectives are not met. Ms. Bradley said departmental reports should describe barriers to completion and that the council could consider action-planning steps for unmet objectives. The committee approved the committee substitute and immediate action by recorded vote and adjourned.
What’s next: R28 will move to the full council; DFAS and the Housing and Homelessness Department were asked to provide follow-up reporting and performance baselines as specified in the resolution.
