Nederland council tightens local rules on e-bikes, reckless driving and golf carts

The Nederland City Council on Feb. 2 approved a package of ordinance updates aimed at curbing dangerous riding and driving behaviors in town, including explicit treatment of e-bikes and new local offenses for "reckless operation."
City staff and the police chief said recent incidents โ including high-speed e-bike riding at dusk and riders popping wheelies in roadways and school areas โ exposed gaps in enforcement because state law has not kept pace with the devices. "Until we put the e-bike into the definition of bicycle, we had no state law we could fall back on," the chief said during discussion. Council members described close calls around families and school zones.
Council adopted the following changes: an amendment to ordinance 102.26 to include e-bikes in the bicycle definition; a new section 102.286 creating the offense of reckless operation for bicycles, motorcycles and toy vehicles; section 102.14 covering reckless operation for motor vehicles (donuts and burnouts in parking lots); and section 102.337 addressing reckless operation of golf carts.
The measures were presented as public-safety tools rather than revenue-generating enforcement. Several council members emphasized educational outreach, school SRO involvement, and parental responsibility in addition to enforcement.
All items in the package passed by voice vote. The council encouraged staff to coordinate public notice and to work with SROs and community groups on education before ramping up enforcement.
