The Wearham Planning Board on May 11 adopted project-specific and standard site-plan conditions for the Two East Boulevard redevelopment, allowing the applicants to move forward with building permits once the decision is recorded.
Representatives for Two East Boulevard LLC presented a list of project-specific conditions and participated in a detailed review with board members about pedestrian signage, driveway and parking layout, fencing and landscaping, and corner planter height. The board and staff agreed to require the property owner to provide parking attendance during peak summer months as needed to maintain private parking, to coordinate signage and any street painting with the road commissioners before field installation, and to record covenants ensuring that fence installation would be addressed upon a future abutter request so the obligation travels with the land.
Planner Josh Farad said final standard conditions are still being assembled and that the board’s vote to apply conditions would allow the applicant to seek building permits; the planning office will bring the final condition sheet to the board for signature and then record the decision at the town clerk’s office, triggering the 20-day appeal period. Board members emphasized flexibility around seasonal parking attendance and a pragmatic approach to planter design that balances sightlines and tree planting.
The motion to apply the reviewed conditions carried unanimously. Staff expects to have the final decision prepared for signature and recording within a few days so that the 20‑day appeal period can run while the applicant obtains building permits.
