Council approves special permit to restore drive‑through at 1780 Boston Road

The Springfield City Council voted to approve a special permit allowing a drive‑up service window at 1780 Boston Road, a site the petitioner said was built originally as a KFC drive‑through and most recently housed Express Kitchens.

Danny Hanoush, who identified himself as manager of the property at 1780 Boston Road, told the council the applicant plans to re‑tenant the building with Angie's food concepts, described in testimony as an affordable, healthy fast‑food chain expanding in New England that needs the drive‑thru. He said the use existed previously at the site and that the current action is to restore that approved drive‑through use after a change of occupancy.

The Indian Orchard Citizens Council informed the hearing it had reviewed the proposal and voted to support it, testimony that counselors cited in deliberations. No speakers registered opposition at the hearing. Councilors asked about the site's history and current condition; staff and the petitioner confirmed the property was previously approved for drive‑through operations and that the tenant interest prompted the re‑approval request.

Councilor Santoro (reading the findings) told the council the site met the required findings, including that the specific site is appropriate for the use, the developed use will not adversely affect the neighborhood, and that adequate facilities will be provided for proper operation. The council then approved the item and the stated reasons.

The clerk called the roll on the measure and on the findings and reasons; the council approved both by voice roll call. The hearing closed and the council moved to the next agenda item.
