Swatara stormwater authority reviews Highland Street work, park restoration and bridge coordination

Swatara Township's Storm Water Authority on Jan. 1 heard a monthly operations update from utilities manager Kevin Draftman covering several infrastructure projects, grant timelines and an emergency pipe repair.
Draftman told directors the Highland Street project is scheduled for summer construction with a September completion target; a pre-construction meeting is set for Friday and staff said HRG is coordinating schedules to avoid school-year disruption. He said Dewey Street remains in the permitting stage and HRG continues land development and stormwater inspections.
On Donald Taylor Park, Draftman said HRG is managing stream restoration and a playground revitalization. He said the authority secured a DCNR grant extension for the playground through Dec. 31, 2026, and that the National Fish and Wildlife grant and a named NIWIFT grant will expire at the end of the year as stated in the report. Draftman said HRG expects to return conceptual designs to the board by the end of February.
Draftman also described recent coordination with PennDOT on the Dair Street Bridge over Spring Creek. He said the agencies agreed the temporary construction easement for the bridge will be arranged so it will not affect the playground footprint once built.
An emergency pipe repair on East Park Drive completed in December was also reported.
Directors asked about the timeline to put the Donald Taylor Park playground out to bid. Draftman said work on permitting and securing the playset order remain outstanding items; he estimated the authority could put the project out to bid as early as June with completion possible by year-end, but cautioned the schedule depends on permitting and supply chain factors.
The board did not take an action on any of the projects at the meeting; staff will return with conceptual designs and permitting updates as they become available.
