Knoxville Beer Board approves event and retail permits, reports $36,000 in fines and $285,000 in BEAR fund

The Knoxville Beer Board on May 26 approved a series of event and retail beer permits, agreed to extensions or postponements for several applicants and reviewed active enforcement cases and the beer fund balance.
Staff told the board that the city has collected a little more than $36,000 in fines to date and that the BEAR fund stands at $285,000. Staff also summarized several active enforcement matters, including a default granted against a Dollar General on Amherst Road (30-day suspension, fine and hearing costs), an upcoming pre-hearing conference for a third citation to Harps Market, and an agreed order with the Melting Pot requiring a 30-day suspension, hearing costs and completion of CAST class requirements by the end of June. Save A Lot surrendered its permit and the law department declined to file a complaint in that matter.
The board approved multiple special-event permits after staff and KPD review: Adopt a Golden’s Goldens in the Park (June 4) and an October Oktoberfest event; the Knox Asian Festival (VIP event Aug. 29, public festival Aug. 30 at World’s Fair Park with 52 food vendors and three stages); Bijou Jubilee (June 6); Martini at the Mansion (Blount Mansion); a World Cup watch party at Market Square (June 19); and the 15th annual Knoxville Brewfest (June 20) benefiting Cure de Sham.
Several retail and regular permits were approved or continued with conditions. James Jackson’s Chicken Sac Sports Lounge in downtown Knoxville was approved pending final documentation and completion of the CAST class required for permit pickup. Jamal Murphy’s Keith Avenue Market was approved. Metro Diner’s transfer was approved pending surrender of an existing permit. Brian Coakley of 808 Music Group received a two-month postponement to resolve construction delays and outstanding inspection and licensing items; Los Portales (Miguel Nunez) was granted an extension to the August meeting to finish remodeling and obtain health and tax approvals. Staff reported Stem to Stem had picked up its permit, making that item moot.
Applicants were reminded to state their name and address for the record and to provide completed documentation to the business tax office during regular business hours. Chair Helsley closed the meeting after the scheduled items and an administrative hearing later in the agenda.
The board’s docket included motions and routine approvals; where applicants lacked required paperwork, the board approved permits conditioned on final documentation or extended deadlines rather than denying applications outright.
