"Our initial allocation for this grant is $4,591,126," the Head Start presenter said, and added that the largest expense for the program is salaries and benefits. The presenter noted approximately $100,000 in savings from vacancies will be shifted into student‑directed functions (the 1000 function) to support activities such as transition meetings and other student initiatives.
A board member asked whether roughly $1.3 million that appears available must be spent by the end of the fiscal year and whether the district faces clawbacks. Dr. Lozano and Marlena explained that much of the $1.3 million is already encumbered for salaries and benefits and that Head Start operates with a 90‑day liquidation period to pay outstanding encumbrances.
The subcommittee did not take separate action on Head Start funding; the update was presented as part of the committee’s financial review for the month.
