Board members asked about board involvement in Head Start policy councils and audit participation. District counsel and the superintendent explained federal Head Start governance rules limit board membership on policy councils because of the program’s federal governance structure. Staff said they will provide board members with updated guidance and periodic briefings so the board can support Head Start without violating federal governance rules.
Dr. Lozano and the superintendent said the district is reviewing audit procedures and will provide the board with information and supports so members who participate in audits are prepared and understand the Head Start reporting context.
Dr. Lozano concluded by standing for questions; none were raised about the financial summary beyond governance and participation logistics.
