Finance subcommittee backs construction, grant-support and food-service contracts for Las Cruces Public Schools

The Las Cruces Public Schools finance subcommittee voted to forward a package of procurement awards to the full board after presentations from district purchasing staff on April 16.
Purchasing manager Jose Cardona presented an award recommendation for RFP 25-26-05P for phase 2 of a new operations facility at 1600 Tashiro Drive and said the evaluation committee recommended ESA Construction of Las Cruces. Cardona said the RFP was advertised in the Las Cruces Sun-News and on the district portal and that five qualified proposals were received.
Cardona also recommended ESA Construction for RFP 25-26-06P to replace the roof and HVAC at East Picacho Elementary. He told the subcommittee the New Mexico Public School Facilities Authority will provide 40% of the project funding and the district 60%.
Cesar Chavez presented RFP 25-26-07P for grant strategy development and management support and said six vendors submitted proposals; the evaluation committee recommended Insight Network LLC of El Paso, Texas. Chavez said detailed pricing is withheld during procurement but, if awarded, Insight would work under task orders up to a not-to-exceed fixed price with any additional services billed at proposed hourly rates.
The subcommittee also heard several nutrition-services bids. Buyer Bayhong recommended Sysco New Mexico (Albuquerque) for milk, yogurt and fruit juice products (bid 25-26-02), Labatt Foodservice (El Paso) for fresh/frozen bread products (bid 25-26-04), and a multiple award for tortilla products (bid 25-26-05) to Labatt Foodservice and El Chado Mexican Foods (Roswell) to preserve availability.
Chair Jeremy Frank moved and the subcommittee carried a motion recommending that the board approve the listed RFPs, bids and related items on the consent agenda at the next regular board meeting. President Ford moved the motion and Miss Denorio seconded; recorded votes in the subcommittee were yes from Miss Denorio, President Korth and Chair Frank.
If approved by the full board, the actions will authorize the district to finalize contracts and task orders for construction, grant‑support services and food-supply agreements that purchasing staff said are intended to support operations, facilities projects and the district’s nutrition services program.
