The Dodge County Board of Supervisors on June 26 unanimously approved a series of financial moves, contracts and land‑use permits as part of its regular meeting in Fremont.
Vice‑Chairman Strand opened the meeting at 9:03 a.m. and the board approved the agenda and minutes from June 12. Members unanimously authorized a $200,000 transfer from the 1st Responder Communications Fund to the 1st Responder Bond Fund to cover the principal and interest payment due, with County Clerk Micki Gilfry explaining that rural fire‑district repayments for radios are replenishing the communications fund and can be used instead of bond proceeds.
The board also authorized Gilfry to reallocate surplus budget lines to cover departmental deficits within the General Fund without a public hearing, approved wage and hour claims totaling $289,257.81 and approved financial claims totaling $2,551,009.33 (claims submitted $2,558,259.33 minus a $7,250.00 911 sign claim). Supervisors voted to have the Roads Department complete installation of blue 911 address signs and said the county will take the project forward.
Other administrative approvals included renewal of a Work/Financial Plan with the U.S. Department of Agriculture Animal & Plant Health Inspection Service — Wildlife Services for up to $16,668.43 for July 1, 2024–June 30, 2025; a $3,100 funding request for Medicare Education Support delivered by Mary Loftis; participation in opioid settlement distributions with Kroger; and a base salary increase for University of Nebraska Extension assistants from $38,000 to $40,000 annually effective July 1, 2024.
On land use, the board held public hearings and unanimously approved two conditional‑use permits recommended by the county Planning Commission: one for Jordan Brichacek to store and apply bio‑solids (with spreading allowed until Jan. 1, 2025; Brichacek plans to spread in July) and one for Scott Wulf to subdivide an 11.46‑acre tract and retain an existing dwelling in Hooper Township. The board also adopted a resolution vacating a 452.16‑foot road in Ames to allow cleanup of trees and debris after Highway Superintendent Scott Huppert recommended the vacation.
The board convened as the Board of Equalization at 10:00 a.m., received certification from County Assessor Churchill that property record files substantiating protested valuations are maintained per state statute, received protests numbered 53–302, and authorized additional advertising for two possible July meeting dates to complete protests and mailing of valuation notices.
The meeting concluded with highway and operations reports, including a Pebble Bridge closure scheduled for about 2–2½ weeks starting July 8 and upcoming advertising for bids on overlay projects. Vice‑Chairman Strand adjourned the meeting until July 10, 2024.
